Notice of Public Hearing

On 3/14/19 at 3 p.m., the SVBGSA Board will hold a public hearing at the Salinas Rotunda, 200 Lincoln Avenue, Salinas. The purpose of the hearing is to consider adopting a resolution establishing a Groundwater Sustainability Fee for the Salinas Valley Groundwater Basin depicted in the below map. The regulatory fee would support the typical annual operation costs of the Agency’s regulatory program as authorized by the Sustainable Groundwater Management Act, including the development of groundwater sustainability plans. The cost basis for the fee calculation is $1.2 million. Under the proposed resolution, agricultural beneficiaries would be responsible for 90% of the Fiscal Year 2019-20 cost and all other beneficiaries would be responsible for 10% of the cost as follows:

Agriculture - $4.79 per irrigated acre
All others - $2.26 per service connection

The SVBGSA would request the Monterey County Auditor - Controller to collect the fee in the same manner as ad valorem property taxes pursuant to Water Code section 10730 (d); if property tax information is not available from a public water system, the SVBGSA would directly bill the public water system. The resolution would establish the fee for Fiscal Year 2019-20 and establish the San Francisco Consumer Price Index as the annual fee inflator, subject to annual review by the Board.
